Adopted on 23 December 2021, this Strategy serves as a professional, guidance-focused document outlining key goals, actions, and recommendations. Its foundation lies in the Agriculture Act of the Republic of Slovenia, which provides the legal basis for its creation and implementation.
The Strategy reviews the current situation regarding food loss, food waste, and food donation, complemented by a SWOT analysis. It maps where food losses occur along the supply chain and identifies ten critical needs and strategic goals designed to support SDG 12.3, which aims to halve food waste by 2030.
The strategic goals are as follows:
- Prevent food loss and waste by optimising stock management, applying suitable technologies, monitoring processes, and raising awareness.
- Minimise food waste through redistribution of surpluses, promotion of food donation, and transformation of excess food into new products or animal feed.

The Strategy emphasizes the importance of coordinated action across all stages of the food supply chain.

Action Plan for Reducing Food Loss and Waste (2023–2030)
Adopted on 28 September 2023, the Action Plan outlines ten key activities to implement the Strategy. These activities include reviewing relevant legislation, enhancing public awareness, providing education and training for all supply-chain participants, developing good practices, supporting innovative solutions, analysing the causes of food loss and waste, improving food-donation systems, creating a platform for information exchange, and refining methods for measuring food waste.
In conclusion, Slovenia’s strategy and action plan on food waste prevention, are underpinned by strong cooperation between public authorities and stakeholders across the whole food supply chain, with a clear focus on awareness-raising and prevention. These efforts are supported by practical tools, such as Naša super hrana portal. The launch of the National Day Without Food Waste in 2021 further reinforced Slovenia’s commitment to reducing food waste at all levels of food supply chain and society.
Through initiatives such as the Traditional Slovenian Breakfast and the School Fruit, Vegetable and Milk Scheme, Slovenia is embedding food-waste prevention into kindergarten and school curricula, fostering responsible food-related habits from an early age and ensuring that long-term behavioural change to prevent food waste remains at the heart of our national approach.
